On a bag of dog treats, "made in the USA" is a claim about where the treats were manufactured, and the Federal Trade Commission regulates it as an advertising claim. For an unqualified claim, the standard is that all or virtually all of the product is made in the United States. Most of the patriotic wording on a shelf of made in USA dog treats makes a narrower claim, such as packaged here or distributed by a US company.
Why the exact phrase matters
"Made in the USA" is enforceable. A company that prints it without a qualifier is saying the product was made here, with all or virtually all of the processing and content of US origin. A company can also make a narrower claim as long as it is true and specific, which is why you see lines like "made in the USA with imported ingredients."
The bags sitting next to it on the shelf often use language that looks similar and promises less.
Phrases that sound like made in the USA but are not
- Distributed by [company], [US city]. This tells you where the company's office is, not where the treats were made.
- Packaged in the USA. The treats could have been made somewhere else and bagged here.
- Made with US beef. A claim about one ingredient, not about the finished treat.
- A flag or a state outline on the front. Artwork is not a country of origin statement. The answer is on the back of the bag.
- Imported by. Usually a sign the product was made outside the United States.
None of these are dishonest. They answer a different question than the one you are asking.

How to check a bag of made in USA dog treats in about a minute
- Flip the bag over. Pet treat labels carry the name and address of the manufacturer, packer, or distributor, usually in small type near the bottom.
- Read the verb. "Made by" or "Manufactured by" points at whoever made the treats. "Distributed by" points at whoever sells them.
- Look for a country of origin line. If the treats were made outside the US, it will show up there.
- Read the ingredient list. A long list of ingredients you cannot pronounce tells you something too.
- If it is still unclear, ask. A company that makes its own treats can tell you what town the plant is in.
Where the ingredients come from is a separate question
Manufacturing origin and ingredient origin are two different questions, and one line on a label does not settle both. If ingredient sourcing is what you care about, ask the company directly rather than reading it into a stamp on the front of the bag. Most small brands will answer you.
What the phrase does not tell you
A US plant does not guarantee a short ingredient list, and it says nothing about whether a treat suits your dog. A hard chew and a small training reward are different products no matter where they were made. Where a treat is made tells you who is accountable for it and how easily you can find that out.
What made in the USA means for our treats
We make our treats in Lenoir, North Carolina. Our family owns the company and runs the plant, and we have worked that way for about 30 years. Every treat with our name on it comes out of that plant.
